To develop and pursue solutions to the systemic barriers for business plan implementation.

To provide regular reports to DOE managers and seek their support in addressing the systemic barriers

To develop Innovative sources of financing

To support the approvals process for the pilot business plans

To oversee the development of the Business Planning guideline, based on the experience of the pilots

To develop mechanisms for up-scaling of business planning to all wetland protected areas
